141ST ARW changes command

Maj. Gen. Gary T. Magonigle, Assistant Adjutant General, Washington Air National Guard presides over the 141st Air Refueling Wing Change of Command ceremony at Fairchild Air Force Base, Spokane, Wa. May 4, 2013. Col. Richard W. Kelly relinquished command to Col. Daniel J. Swain during the ceremony. With the change, Col. Swain became the wing's 27th commander since it first received federal recognition Aug 6, 1924. The primary purpose a change of command ceremony is to allow subordinates to witness the formal transfer of total responsibility, authority, and accountability from one officer to another.
