Fairchild officials release Moses Lake standards

While the Fairchild's flightline is being repaired, members of Team Fairchild working at Grant County International Airport must follow specific standards as guests of the Moses Lake community.

These standards produced by the Wing Commanders of both the 92d and 141st Air Refueling Wings, will protect the safety, health, welfare and overall well-being of our Airmen, their families and the Moses Lake community over the course of the project.

"We're guests in the area and cannot complete our mission without their support. By adhering to standards at the airport and the dormitories we are showing the residents of Moses Lake a sign of respect," said Col. Paul Guemmer, Wing Commander of 92nd ARW.

The detachment commander at Moses Lake, Lt. Col. Jim O'Connell, said abiding by these standards and holding a professional attitude will help Airmen and their families keep out of trouble.
"It's critical to be professional anywhere we go. In or out of uniform, we represent the military, Air Force, our wing and our organizations. Anytime we fail to uphold those standards we could lose support and distract from the great things our Airmen accomplish every day," said Colonel O'Connell.

Maintaining a positive relationship with the local residents is important to accomplishing our mission for the Air Force.

"Having a good relationship allows us to dialogue and share what we do in the Air Force," Colonel O'Connell said. "Many people are unfamiliar the military in general. Anytime we can share what our mission is about is an opportunity to build community ties. This allows us to strengthen Fairchild's close ties to the northwest region."

Here are the following standards that members of Team Fairchild will adhere to while assigned to and in transit to and from Moses Lake:

· The sale, purchase, possession, consumption or distribution of alcoholic is not allowed on Grant County Airport grounds, Big Bend Community College and Job Corps Dormitories. This includes common grounds, facilities, and parking lots. Government owned vehicles will not be used to transport alcohol or Airmen to any establishment whose primary business is the sale of alcohol. This includes but is not limited to bars, clubs and state liquor stores.

· Valuables must be kept secure at all times.

· Service members must wear their duty uniform in accordance with AFI 36-2903 or appropriate civilian attire IAW Big Bend Community College and Job Corps standards. Members are not permitted in the dining facility if they are sweaty or soiled from physical fitness training or sports activities, and Airmen wearing heavily soiled uniforms that present a hazard due to soiling with chemicals, oils, fluids and the like should change clothing before entering the dining facility. The use of coveralls to prevent soiling of the uniform is highly encouraged.

· Reflective belts will be worn while in uniform during hours of darkness and times of low visibility. Security forces Airmen are not required to wear reflective belts while on duty.

· AFI 40-102, "Tobacco Use in the Air Force", prohibits tobacco use in all GOVs. This prohibition is extended to government rented, leased or contracted vehicles. Smoking and use of smokeless tobacco products are prohibited in all government owned, rented, leased or contracted buildings and facilities. Smoking is prohibited while walking in uniform. Smoking in uniform is restricted to designated smoking areas. Outdoor smoking areas are designated throughout the Grant County Airport, Big Bend Community College and Job Corps. However, assigned Airmen will utilize only those areas designated for use by Fairchild Airmen.

· The government will schedule/provide transportation between Fairchild and Moses Lake for all Airmen. The departure and arrival information is listed below and is subject to change.

· Individuals will be allowed to drive their personally operated vehicles to their duty locations at Moses Lake only with prior written approval from their Group Commander. Individuals driving their POVs will do so at their own expense and without compensation from their government. Approval of these requests will be kept to an absolute minimum and only for those Airmen who have exceptional circumstances requiring the use of a POV.

· Airmen will not engage in dialogue with any media without the approval of 92nd ARW Public Affairs, 141st ARW Public Affairs for 141st ARW Airmen, and in the presence of public affairs.

· Only on-duty security forces, office of special investigations and armed aircrew are authorized to possess and carry weapons while assigned to Moses Lake.

· The following are dormitory resident standards for all 92 ARW and 141 ARW Airmen to include Department of Defense civilians and contractors. All Airmen must adhere to these standards while assigned to or in transit to and from their duty location at Moses Lake:

· Residents will not:

- Be permitted in any part of the dorms in which members of the opposite sex reside unless official DoD business is required. Upon entry of an opposite sex billet, individuals will keep the door open and will announce themselves prior to entering and exiting the facility. Family members, friends and minors under the age of 18 are not allowed in dorms/rooms at any time.

- Swap room assignments without coordination of the Moses Lake assigned first sergeant.

- Smoke, burn candles or incense, or use any type of flame-generating device in the dorms. (Smoking is permitted in designated smoking area only.)

- Transport, store or possess personally owned weapons or firearms while assigned to or in transit to/from Moses Lake. Weapons are strictly prohibited from possession in the dormitories with the exception of security forces and OSI responding to emergencies and on official business. Convenience stops by security forces.

- Display pornographic, sexually explicit, derogatory, racist, gang-related or unprofessional materials in dorms/rooms.

- Use any type of cooking equipment in the dorms except in designated cooking area. This includes, but is not limited to, microwave ovens, hot plates, water heaters, electric skillets/fry pans, popcorn poppers (hot air/oil) or barbeque grills of any fuel type. Exception: Coffee pots with automatic shutoffs are allowed in dorm rooms and microwaves are provided for dayrooms. Microwaves must be cleaned after each use.

- Store food in their rooms or the dorm common areas that is not intended to be consumed that day in one serving upon opening.

- Use frayed or otherwise damaged extension cords to power appliances. Combining more than one extension cord together (daisy-chaining) is prohibited in dorm rooms or common areas.

- Remove any equipment or furniture from the room.

- Modify the exterior/interior of quarters.

- Tack, nail, or tape anything to the walls or doors. Do not construct homemade hangers (stringing parachute cord, etc.), hang anything from the ceiling, or alter any carpentry work to facilitate hanging items from the wall. Place objects anywhere in quarters that create a safety hazard or prevent access by maintenance and/or fire department personnel.

- Tamper with any communication or safety equipment in dorm rooms, hallways, or common areas (e.g., phone lines, cable TV, public address system, air horn, Giant Voice speakers, fire alarm systems, smoke detectors, etc.)

- Play loud music or create nuisance noise in dorm rooms, hallways, or common areas. Quiet hours are in effect 24/7.

- Keep animals, regardless of type. Airmen will not feed, pet, house, tend to, or otherwise care for animals while assigned to Moses Lake. (Note: This does not apply to assigned military working dogs.)

· Residents will:

- Deposit accumulated trash at designated dumpsters daily.

- Know location of nearest phone, emergency exit and fire alarm, and the appropriate phone numbers to call in an emergency.

- Ensure dorm rooms and common areas are kept in a neat, clean and orderly manner at all times, to include the immediate outside area of the dorms extending approximately 15 feet all around. Additionally, clean up after using the bathrooms and the laundry room.

- Act in a professional manner and show consideration for other residents. All living areas are considered 24-hour quiet facilities.

- Perform designated tasks and minor maintenance as directed.

- Clean air conditioner filters at least once per month.
