Combined Federal Campaign begins tomorrow, runs through Nov. 15

So far, 2011 has turned out to be a year full of significant anniversaries. None of us can forget this year as the 10th anniversary of the devastating attacks on Sept.11, 2001. We also recently celebrated the 70th anniversary of the establishment of the 92nd Bombardment Group (Heavy) at the Air Force Ball, held at the Davenport Hotel in Spokane. This year also marks the 50th anniversary of the Combined Federal Campaign.
     For those who aren't familiar with the CFC, it was started to minimize employee distraction in the workplace by only being solicited during the campaign and to give employees the opportunity to make charitable donations through payroll deduction.
The CFC is the only authorized solicitation of federal employees in their workplaces on behalf of approved charities. The obvious question after that statement is, "What is an approved charity?" An approved charity is one that has applied and been approved to be in the combined federal campaign listing of charities. Several reports are included in the application. The organization must show its operating locations. The organization must also include a letter from the IRS determining the organization's charitable status. Further, depending on the organization's annual revenue, CFC may require the organization to undergo an independent audit conducted by a certified public accountant meeting the generally accepted auditing standards. All organizations must submit reports showing the funds are appropriately accounted for to ensure financial information can be provided to interested parties. Each organization must reapply annually and provide the organization's annual percentage of revenue used for administrative and fundraising purposes. You can see that the Office of Personnel Management goes to great lengths to ensure that each charity listed is legitimate.
     To ensure each federal employee has the opportunity to contribute, CFC is centrally controlled and de-centrally executed. The Local Federal Coordinating Committee manages the local campaign. The Inland Northwest Federal Campaign conducts CFC for the area around Fairchild.
     When smaller charities desire to be listed in the charity listing, they report their operating locations to OPM in order to be listed in the local campaign. This gives federal employees the opportunity to choose charities that operate in their communities. An employee can only contribute to a local charity that is operating in the local campaign area of the employee. According to the CFC website, the mission of CFC is to promote and support philanthropy through a program that is employee focused, cost-efficient, and effective in providing all federal employees the opportunity to improve the quality of life for all. In order to accomplish this mission, our local campaign will not focus solely on face-to-face contacts or a percentage-of-goal thermometer at the four-way stop by the Shoppette. The CFC itself has a Facebook and a Twitter account. You will see a link to the charity listing book for the Inland Northwest CFC on the Fairchild AFB website. For those who have 'liked' the Fairchild Facebook, you will see milestone announcements when units meet their contact goals and short personal testimonies from your fellow federal employees that have been impacted by the CFC.
     The campaign will run from Oct. 1 - Nov. 15 and will be kicked off with a burger burn at Miller Park Monday from 11 a.m. - 1 p.m. The Fairchild Company Grade Officer's Council is sponsoring the burger burn. For five dollars, you will receive a burger, chips, and soda or water. All proceeds will go to CFC as an undesignated contribution. Come out and support the CFC in this 50th anniversary of the campaign.
