NONJUDICIAL PUNISHMENT (ARTICLES 15)

During the month of August, five Air Force members assigned to Fairchild AFB received nonjudicial punishment for offenses under Article 15, UCMJ. Nonjudicial punishment actions (otherwise known as Articles 15) are administrative actions used by commanders for both punishment and rehabilitation.

An airman first class from the 92nd Aerospace Medicine Squadron received an Article 15 for one specification of wrongful use of marijuana, a violation of Article 112a, UCMJ. Punishment consisted of a reduction to airman and a reprimand. Member is pending involuntary separation.

A senior airman from the 92nd Air Refueling Squadron received an Article 15 for one specification of failing to go to the appointed place of duty, a violation of Article 86, UCMJ, and one specification of drunk and disorderly conduct, a violation of Article 134, UCMJ. This Airman became belligerently drunk while visiting Japan with aircrew and became hostile with superiors who were trying to get the Airman back to the dorms. Additionally, after leaving a cell phone on silent mode, a sortie was cancelled when the Airman failed to show up to work. Punishment consisted of a reduction to airman first class, suspended reduction to airman and a reprimand.

An airman first class from the 92nd Air Refueling Wing received an Article 15 for one specification of unlawfully providing alcohol to minors at a dormitory party, a violation of Article 134, UCMJ. Punishment consisted of a suspended reduction to airman, 10 days extra duty and a reprimand.

An airman first class from the 92nd Aircraft Maintenance Squadron received an Article 15 for one specification of underage consumption of alcohol at a dormitory party, a violation of Article 134, UCMJ. Punishment consisted of a reduction to airman and a reprimand.

A company grade officer from the 92nd Air Refueling Wing received an Article 15 for one specification of procuring a prostitute, a violation of Article 134, UCMJ. Punishment consisted of a forfeiture of $1,414.00 pay per month for two months with forfeitures in excess of $500 per month suspended and a reprimand. The Article 15 was filed in an Officer Selection Record.

INVOLUNTARY SEPARATIONS
A staff sergeant from the 92nd Logistics Readiness Squadron was administratively discharged from the Air Force in lieu of trial by court-martial. This NCO was facing trial by special court-martial for wrongfully possessing and distributing marijuana. Additionally, this NCO was derelict in the performance of his duties as a urinalysis program trusted agent by tipping off an Airman of an impending UA selection. Prior to trial, this NCO submitted a request to be administratively separated in lieu of being tried by court-martial. This request was subsequently approved by the general court-martial convening authority, 18th Air Force commander. This NCO received an Under Other Than Honorable discharge characterization, otherwise known as a UOTHC. This is the least favorable type of discharge an Air Force member may receive through administrative procedures.

An airman first class from the 92nd Operations Support Squadron was separated for conditions that interfere with military service: mental disorders - adjustment disorders. The separation authority, 92nd ARW commander, directed this Airman be separated with an Honorable discharge characterization.

A senior airman from the 92nd Force Support Squadron was separated for unsatisfactory performance: failure to meet minimum fitness standards, by receiving four fitness failures in a 24-month period. This Airman received rehabilitative measures in the form of counselings and diet and exercise education throughout this period; however, these efforts were not enough and this Airman was involuntarily separated. The separation authority, 92nd ARW commander, directed this Airman receive an Honorable discharge characterization.

Two airmen first class from the 66th Training Support Squadron were separated for unsatisfactory performance: failure to progress in military training required to be qualified for service. Both of these Airmen were unable to complete the required training curriculum of the Survival, Evasion, Resistance and Escape career field. The separation authority, 92nd ARW commander, directed both of these Airmen be separated with Honorable discharge characterizations.
